Mother Arrested in January 29th death of her 9-Month Old Daughter

Qucelia Baldeo is formally charged with 1st Degree Murder

[February 2, 2013, Joppa, MD] — Detectives with the Harford County Sheriff's Office Criminal Investigation Division, investigating the January 29th death of 9 month old Selena Olivia Weber, have charged her mother, Qucelia Yvette Baldeo, 19, of 906 Scannell Court in Joppa with the child's murder. Baldeo who also attempted to take her own life by slashing her wrists and had been hospitalized at Upper Chesapeake Medical Center (UCMC) is charged with 1st and 2nd degree murder, 1st degree assault, and child abuse. She was released from UCMC on the afternoon on Friday February 1st and was immediately served with the arrest warrant. She is currently being held in the Harford County Detention Center under no bond.

At approximately 1:33pm on January 29th, Sheriff's deputies responded to the Scannell Court address for a report of a child in cardiac arrest. As deputies arrived they were met by paramedics from the Joppa-Magnolia Volunteer Fire Company who were administering emergency medical care to the child. The child was transported to UCMC where she was pronounced deceased at 2:18pm. At the same time EMS personnel were also requested to treat and transport Qucelia Baldeo who was suffering from lacerations to her wrist. Detectives believe Baldeo injected her daughter repeatedly with insulin before trying to take her own life.
