Deputies Clear Two Armed Robbery Cases through Arrests

(Harford County, MD – April 5, 2007) — Harford County Sheriff’s Office Deputies have arrested two men in connection with two armed robberies which occurred Tuesday April 3, 2007. Marquis M. Starks, 19, of the 1900 block of Eloise Lane, Edgewood and James C. Proctor, 19, the 12000 block of the Folly Quarter Road, Ellicott City, were arrested on Wednesday April 4, 2007, by investigators from the Criminal Investigative Division.

The first armed robbery occurred at the Royal Lands located in the 1700 block of Hanson Road in Edgewood. The second armed robbery occurred at the Royal Farms Store located in the 500 block of Joppa Farm Road in Joppa. In both incidents Proctor entered the store under the pretense of making a purchase. A few minutes later Starks entered the store displaying a knife and demanded money from the store clerks. Both clerks complied with the robbery demands handing over currency from the registers. Then both suspects fled the area.

Both Proctor and Starks were identified as a result of observant patrol deputies locating the two individuals in the Watergate Community only a day after the reported robberies that matched the suspect’s descriptions. The information was then shared with the detectives who were able to link the suspects with the armed robberies.

Both Proctor and Starks went before are District Court Judge on this date for a bond review and are currently being held without bond in the Harford County Detention Center.
