Sheriff Announces Additions to Command Staff

Six Promoted, Two Appointed

(Bel Air, MD – January 18, 2007) — Harford County Sheriff L. Jesse Bane has announced the promotion of six new members to his command staff and the appointment of two others. The promotions and appointments concluded a thorough and exhaustive process which began in early December of 2006.

Those personnel promoted to the rank of captain in law enforcement were: Joseph Mina, Dale Stonesifer, Stephen Thomas, Gary Vernon and Hugh Williams. Promoted to the rank of captain in corrections was Tanya Jackson. Appointed to major in corrections were John Walker and Elwood Dehaven, to the position of Warden of the Harford County Detention Center. The promotions and appointments were effective immediately.

Captain Mina is a 24 year veteran of the Sheriff’s Office and had served as a lieutenant in Patrol Services Bureau since February 2004. Captain Mina is commander of the Southern Precinct in Edgewood.

Captain Thomas is a 24 year veteran with the agency and has served as a lieutenant in the Patrol Services Bureau since February 2004. Captain Thomas has been assigned as commander of the Special Investigative Division, which includes the intelligence unit and Harford County Drug Task Force.

Captain Vernon is a 27 year veteran with the agency and has served as a lieutenant since June of 2000. Captain Vernon has been assigned as commander of the Administrative Services Bureau which includes budget and finance, computer support, the law enforcement records unit, property management, quartermaster and training.

Captain Williams is a 21 year veteran of the Sheriff’s Office and served as a lieutenant since September 2003. Captain Williams has been assigned as commander of Court Services which includes the apprehension unit, civil process, court security, the domestic violence/family services unit, office of child support enforcement, and security booth personnel.

Captain Stonesifer is a 21 year veteran of the agency, and served as a lieutenant since February 2003. Captain Stonesifer is responsible for planning and research and special projects as assigned by the sheriff.

With respect to corrections, Major Elwood Dehaven, a 28 year veteran of the Sheriff’s Office who served as the acting warden following the departure of Warden Richard Lanham in July of 2006, was appointed by Sheriff Bane to serve as warden of the Harford County Detention Center.

John Walker, a 30 year veteran of the agency was appointed to the rank of major and serves as second in command of the detention center. Major Walker had served as a lieutenant since July 1992.

Captain Jackson, a 26 year veteran with the Sheriff’s Office, will serve as commander of administrative services at the detention center. Captain Jackson had previously served as a lieutenant since August 1997.

Finally, Captain John Bowman, formerly commander of both the Northern and Southern Precincts, has been transferred to command of Patrol Services, Special Operations. Captain Bowman is a 28 year veteran with the agency and has served as a captain since January 2005.
