Bel Air Man Arrested for Attempted Murder

Shot Victim During Domestic Argument

(Bel Air, Md. – September 13, 2006) — A 41 year-old Bel Air man was arrested early this morning and charged with Attempted 2nd Degree Murder, 1st Degree Assault and 2nd Degree Assault in connection with a shooting that occurred at approximately 12:30 a.m. this morning.

Elmer Eugene Leonard, 41, of the 2200 block of Thomas Run Road near Bel Air, was arrested following the shooting of Jim Allen Owens, 38, of the 1400 block of South Philadelphia Boulevard in Aberdeen. The incident occurred at the suspect’s home.

Owens was shot in the chest with a handgun. He was treated at the scene by emergency medical personnel from the Bel Air Volunteer Fire Company and then transported by Maryland State Police medevac to Shock Trauma in Baltimore. He is listed in serious but stable condition.

The shooting allegedly occurred following a domestic dispute between the victim, his wife and Leonard. No other persons were injured.

Leonard is incarcerated in the Harford County Detention Center on $750,000 bond. The Harford County Sheriff’s Office Criminal Investigation Division is continuing the investigation of the shooting.
