Convicted Child Sexual Offender Fails to Register with Sheriff’s Office upon Mandatory Release of a 12 year Sentence

(Bel Air, Md. – June 15, 2006) — The Harford County Sheriff’s Office currently holds an active arrest warrant for 27 year old Scott Robert Speakman for failing to register as a child sexual offender within the required seven day period prescribed by law. Speakman who was released from the Maryland Correction Training Center (MCTC) on June 7, 2006 served a mandatory twelve year sentence for which he was convicted of 2nd Degree Rape, Sexual Assault, and Sexual Child Abuse involving a child.

The whereabouts of Speakman are unknown at this time however the Sheriff’s Office Warrant / Fugitive Apprehension Unit is actively investigating all leads to apprehend Speakman who is considered a threat to the community at this time. Speakman is described as having short close cut brown hair with a full beard approximately 5’-10” tall and weighing 200 lbs.
